Army Contracting Command is soliciting proposals for a multiple-award IDIQ supporting U.S. Southern Command's Enhanced Domain Awareness (EDA) Program across 16 work orders. The scope spans cloud infrastructure, data transformation, knowledge graph development targeting one billion graph edges, web services, cybersecurity, geospatial systems, and predictive analytics, with cloud-agnostic, containerized solutions across IL-2, IL-4, and IL-5 environments, potentially including AWS GovCloud and Azure Government.
The small business set-aside ($34 million size standard) targets SDVOSB, WOSB, and HUBZone firms, and Quiet Professionals LLC is the incumbent. Offerors need a Top Secret Facility Clearance at proposal submission and at least three years of relevant U.S. Government experience, with references totaling $4 million or more from the last five years. Award is best-value trade-off, with technical experience, resumes, and past performance significantly more important than price. The primarily firm-fixed-price contract runs a four-month base period from February 24, 2026, plus three 12-month options and a potential six-month extension, performed in Miami, Florida. Proposals are due January 5, 2026 at 11:00 AM, with no exceptions to due dates.
Why contractors are watching: The requirement brings together cloud, data science, knowledge graph, and geospatial work for a combatant command under a small business set-aside. The Top Secret facility clearance requirement at submission narrows the field, giving cleared small businesses with DoD data and analytics experience a clear edge.
The Missile Defense Agency's Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) Multiple Award IDIQ covers research and development services across 19 work areas, including science and technology, cybersecurity, prototyping, and systems engineering. The full and open vehicle carries an anticipated maximum value of $151 billion over a 10-year period of performance, and MDA and other DoD entities can use it to rapidly issue task and delivery orders.
Offerors had to demonstrate recent, relevant corporate experience in two to three work areas, with small businesses allowed to show experience through first-tier subcontractors, and proposals were due October 10, 2025. MDA has awarded IDIQ contracts to 2,100 contractors across two tranches: 1,014 on December 2, 2025, and 1,086 on December 18, 2025. Awardees range from Lockheed Martin, Northrop Grumman, Raytheon, Boeing, BAE Systems, and L3Harris Technologies to smaller technology and engineering firms. MDA has now moved into the ordering phase, issuing Fair Opportunity Proposal Requests to contract holders.
Why contractors are watching: With a $151 billion ceiling and more than 2,100 awardees after the first two tranches, the competition on SHIELD now shifts to the task-order level. Holders are tracking Fair Opportunity Proposal Requests, while other firms are watching the awardee list for teaming and subcontracting partners.
The SOF Global Services Delivery (SOFGSD) draft RFP seeks professional services for USSOCOM across education and training, management support, program management, engineering and technical services, and administrative services. The 100% small business set-aside anticipates 10 to 15 IDIQ awards, with task orders competed in a general pool or one of three specialty pools for education, exercise support, and intelligence services.
Prime contractors must hold a Top Secret Facility Clearance, maintain an adequate accounting system, demonstrate a $2 million line of credit, and reach a cybersecurity score of at least 110, while personnel may need clearances up to TS/SCI. Evaluation uses a Highest Technically Rated Offeror approach, with offerors self-scoring across seven categories and submitting up to five DoD work samples from the last five years. Performance is centered in Tampa, Florida, with support at locations including MacDill AFB, Fort Bragg, Hurlburt Field, Camp Lejeune, and Coronado, plus potential global deployment. The final RFP was anticipated in early July 2025, with proposals expected in early November 2025.
Why contractors are watching: SOFGSD offers small businesses a rare multiple-award path into USSOCOM's global professional services work, and the specialty pools create entry points for niche education, exercise, and intelligence providers. The steep prime prerequisites mean firms need their clearances, systems, and financials in place well before proposals are due.
