MCC Software Development Recompete

Posted by: Millennium Challenge Corporation NAICS: 541512 PSC: DD01

The Millennium Challenge Corporation is planning a recompete of software development and support for its Office of the Chief Information Officer Digital Services Team. The scope covers application engineering, operations and maintenance, platform customization and configuration, and Tier 3 user support across all enterprise applications. RFI responses were due Oct. 29, 2026, following a virtual industry day on Oct. 15. The RFI lists no set-aside and describes a single-award blanket purchase agreement with orders by service area, though later industry day questions indicate MCC may also be considering a multiple-award BPA.

The current team includes about 27 full-time equivalent staff supporting 13 enterprise applications and platforms for roughly 550 users, most based in Washington, D.C. Technical requirements include .NET/C# custom development, low-code platforms such as Power Platform, ServiceNow, Box, and SharePoint, data warehouse and analytics solutions, and DevSecOps with CI/CD pipeline maintenance. Key personnel are expected in the Washington, D.C., area during core hours, and staff need at least Moderate Risk Public Trust clearances. MCC has also signaled interest in firm-fixed-price approaches.

Why contractors are watching: A well-defined incumbent footprint, a modern low-code and DevSecOps stack, and an open question about the vehicle structure give firms good reason to engage early. With the RFI closed, contractors are watching for the formal solicitation and any change to the BPA approach.

Army Marketplace for Acquisition of Professional Services (MAPS)

Posted by: ACC Aberdeen Proving Ground NAICS: 541330 PSC: R425

Army Contracting Command at Aberdeen Proving Ground has withdrawn the Marketplace for Acquisition of Professional Services (MAPS) solicitation, W15P7T-26-R-A006. MAPS was designed to combine the follow-on requirements for the Responsive Strategic Sourcing for Services (RS3) and Information Technology Enterprise Solutions-3 Services (ITES-3S) vehicles into a single multiple-award IDIQ. The solicitation was posted April 1, 2026, with final proposals due May 8, 2026, and no awards were issued before the withdrawal.

The planned vehicle had a maximum total value of $50 billion over 10 years, a five-year base plus one five-year option, with up to 70 base awards in each of its five domains: 30 for large businesses (15 reserved for emerging large businesses), 25 for small businesses, and 15 for commercial-sector vendors. The domains spanned engineering, logistics, and operational services; management and advisory services; research, development, testing, and evaluation; emerging IT; and foundational IT. Requirements included an active Secret facility clearance, CMMC Level 2 certification, ISO 9001 certification, and acceptable CPARS performance.

Why contractors are watching: With a $50 billion ceiling and up to 350 base awards, MAPS was set to be a major path to Army professional services and IT work, and many firms invested in proposals. Contractors are reviewing the record closely as they plan around RS3 and ITES-3S and watch for the Army’s next step.

Navy Enterprise Cloud Support Services

Posted by: Naval Supply Systems Command NAICS: 518210 PSC: DG01

NAVSUP Fleet Logistics Center Norfolk is seeking proposals for Enterprise Cloud and Network Operations and Management Support Services for Naval Network Warfare Command. Proposals are due Nov. 12, 2026, after two amendments extended the deadline, and the Navy has noted that a further extension is possible. The Total Small Business set-aside is a firm-fixed-price, multiple-award IDIQ with three to six awards and a $99 million ceiling. The base ordering period runs Jan. 1, 2027, through Dec. 31, 2031, with an option through June 30, 2032.

The awardees would operate, sustain, and defend the Navy’s enterprise cloud and network environment with 24/7/365 availability, primarily at Naval Network Warfare Command in Suffolk, Virginia. The work covers Microsoft Azure Impact Level 4/5 and a classified IL6 architecture, Intune endpoint management, SD-WAN, Microsoft 365 administration, and cybersecurity defense across 16 labor categories. Offerors need a Top Secret facility clearance, and personnel need Secret or Top Secret clearances plus DoD 8140 certifications. Evaluation weighs security clearance and past performance significantly above price.

Why contractors are watching: The small business set-aside, $99 million ceiling, and in-demand Azure and classified cloud scope make this a strong opening for cleared IT firms. The Top Secret facility clearance requirement narrows the field, which makes teaming strategy especially important.
