Army Contracting Command at Aberdeen Proving Ground is seeking information systems engineering and IT support for the U.S. Army Information Systems Engineering Command through the TEIS IV On-Ramp. Proposals are due October 30, 2026. The multiple-award IDIQ has an $800 million cumulative ceiling across all awards and allows up to ten total awards, including four reserved for small businesses. The stated five-year ordering period runs from December 1, 2026, through November 30, 2031, with one optional five-year period.
The requirement spans 17 functional areas, including cybersecurity, systems integration and installation, test and evaluation, project management, operations and maintenance, and technical instruction. Performance may take place worldwide, including remote or hostile environments. Offerors must maintain an active Top Secret facility clearance at proposal submission with Secret safeguarding capability. Task orders may use firm-fixed-price or cost-plus-fixed-fee structures, and proposals must address technical approach, past performance, cost/pricing, and small business participation.
Why contractors are watching: The $800 million shared ceiling, broad engineering and IT scope, and small business award reservations make this a significant entry point for qualified firms. Worldwide delivery requirements and clearance requirements are key considerations for potential primes and teaming partners.
The Federal Highway Administration issued an RFI for transportation data collection, data method development, data processing, and information extraction. The anticipated IDIQ would have a five-year ordering period and an estimated ceiling of approximately $19 million. RFI responses were due September 15, 2026, with a formal solicitation anticipated in fiscal year 2027.
The scope covers data collection from sensors, administrative records, surveys, and third-party providers; data processing and quality management; method development with an emphasis on AI adoption; and analytics, visualization, and policy-oriented modeling. Firm-fixed-price task orders are anticipated, while the final vehicle, set-aside determination, and award structure remain subject to market research. Firms may demonstrate coverage across the four domains through disclosed subcontractors or teaming partners. Deliverables must meet Section 508 requirements, FHWA publication guidelines, and secure federal cloud deployment requirements.
Why contractors are watching: The anticipated $19 million requirement combines transportation expertise with AI, analytics, and data engineering. With a formal solicitation expected in FY2027, the opportunity offers time for firms to build relevant teams and prepare for the next acquisition stage.
The Air Force Life Cycle Management Center is planning Air Force Enterprise Rapid Operations Support (AEROS), an anticipated small business set-aside for enterprise helpdesk services. The RFI response deadline was September 30, 2026, at 5:00 p.m. Eastern. A formal solicitation is anticipated in the first quarter of 2027, with award expected by September 2027 and an anticipated five-year contract period.
AEROS would consolidate five existing helpdesk requirements, potentially including Enterprise Scheduling System support, into a single vehicle providing 24/7/365 functional and technical operations support. The environment serves approximately 19,000–21,000 worldwide users across legacy and modernized command-and-control applications. The support desk would be located at Scott Air Force Base, with global operational coverage. Personnel must be U.S. citizens with at least Secret clearances and applicable DoD 8140 certifications. The Air Force is considering firm-fixed-price and time-and-materials approaches; no contract ceiling has been established.
Why contractors are watching: Consolidating multiple helpdesk requirements could create a substantial opening for small businesses with cleared IT support teams and round-the-clock delivery capabilities. The planned 2027 solicitation gives firms a reason to monitor the requirement as the acquisition strategy develops.
