The Army Research and Technology Integration Directorate issued a Special Notice for a White Paper Call 0008 on January 10, 2024 seeking proposals to advance uncooled infrared focal plane arrays, readout integrated circuits, and camera modules. The agency aims to improve sensor technologies through the Army Materiel Command Army Contracting Command located at Aberdeen Proving Ground.
The Special Notice requests white papers addressing five objectives to deliver prototype infrared camera devices and modules by the end of fiscal years 2027, 2028, and 2030. Proposals are due by February 24, 2024 and must demonstrate improvements in pixel size, resolution, frame rate, performance metrics, calibration, and digital processing. Eligible proposals include basic research, applied research, advanced technology development, or demonstration and validation that are not specific to a system or hardware. This Special Notice announced multiple contract awards resulting from solicitation 140D0423R0006 issued by the Department of the Interior Departmental Offices Interior Business Center. The solicitation sought Project Management Service Office support for the agency's Financial Management Directorate Management Office.
The Notice outlined that 14 offers were received and awards were being made to 8 contractors totaling over $330 million. It also indicated that the solicitation sought to make approximately 2 to 4 awards through an unrestricted competition and 2 to 4 additional awards through a small business set-aside with a preference for Indian Small Business Economic Enterprises. Further, the Notice advised that Amendment 1 clarified personnel roles and made changes to the Performance Work Statement while Amendment 2 provided answers to questions and revised the proposal instructions, evaluation factors, and pricing spreadsheet. Eligible contractors could participate in either the unrestricted process or small business set-aside track to provide project management support services to the agency.
The U.S. Army Corps of Engineers, Army Geospatial Center (USACE) issued a solicitation seeking contractors to provide Geospatial, Research, Integration, Development and Support (GRIDS) services. Contractors will assist USACE with coordinating geospatial information requirements and standards across the Army, developing geospatial enterprise-enabled systems, and providing direct geospatial support to military personnel. Offerors must demonstrate experience with geospatial coordination, systems integration and direct support to warfighters. Proposals will be evaluated on technical approach, past performance, and price. Questions regarding the draft solicitation must be submitted by January 10, 2024, with responses posted to SAM.gov by that date.
The solicitation utilizes no set-aside designations. Services will be performed at Alexandria, Virginia under NAICS 541511, PSC D302, and involve up to $499 million in spending over five years among multiple awardees. The period of performance for the initial task order is nine months. Incumbent contractors include firms currently providing geospatial systems engineering and integration support.
