The Special Notice announces the 2025 Advance Planning Briefing to Industry (APBI) hosted by Team Aberdeen Proving Ground (APG) from April 22-24, 2025, at APG, Maryland. The event is published by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground, a defense agency responsible for coordinating contracting activities. The APBI will be conducted as a hybrid event, offering both in-person and virtual attendance options via MS Teams. The briefing will be held at Myer Auditorium (Building 6000) and is designed to provide insight into potential contracting opportunities for Fiscal Years 2026-2027. The event is unclassified and open to all interested stakeholders, including contractors, businesses, academia, and government representatives.
The primary objective of the APBI is to enable government agencies to brief industry stakeholders about upcoming opportunities, helping them better understand Army capability requirements and shape their internal development efforts. In-person attendees must complete a no-fee registration, which will be available in early April 2025, while virtual attendees do not require pre-registration. Presentation slides will be electronically posted approximately two weeks before the event, and the government will not accept formal bids during the APBI. The briefing will include contract opportunity presentations, small business highlights, and potentially special interest sessions across various Army commands and research entities, such as Communications-Electronics Command, Army Research Laboratory, and Program Executive Offices. Contractors can expect to gain insights into potential future government needs, strategic initiatives, and emerging technology requirements, with opportunities spanning multiple domains including cyber, electronic warfare, sensors, and research and development.
The United States Air Force Air Combat Command is seeking an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for comprehensive IT services to be performed at Dahlgren Naval Base in Virginia. The Joint Warfare Analysis Center (JWAC) IT Services (JITS) contract will focus on providing advanced technological support including DevSecOps, cloud migration, development support, and emerging technology integration in artificial intelligence, machine learning, and high-performance computing. Potential contractors must possess personnel with high-level security clearances, specifically TS/SCI/SAP, and be capable of supporting approximately 400-600 users across multiple classified computing environments. The government will evaluate proposals equally across all criteria, with significant consideration given to past performance including CPARS ratings. Interested vendors are required to submit a five-page capability statement and complete an Excel workbook with technical and contracting questions, with initial submissions due by April 7th, 2025, and final capability statements due by April 18th, 2025.
The procurement does not currently have a specific socioeconomic set-aside, though such designations are being considered for the final solicitation. Current incumbent contractors include Innovative Management Concepts, Inc. and Booz Allen Hamilton, with existing contract values of $10.4 million and $33.1 million respectively. The anticipated solicitation is expected to be released between late November 2025 and February 2026, with a projected contract award on or about April 28th, 2026, and performance starting around June 8th, 2026. The contract will have a one-year base period with four option years, targeting IT service providers under NAICS code 541990. The government anticipates an annual surge support requirement of 1,000-3,000 hours and expects to utilize approximately eight Full-Time Equivalents for software development and five FTEs for laboratory environments.
