How West 4th Strategy’s CGO saves 12–14 hours a week

Written by GovTribe | 10/23/26, 8:53 PM

West 4th Strategy’s chief growth officer has spent 25 years in government contracting. Now, he’s saving 12–14 hours every week reviewing opportunities, according to the company’s CEO.

The change started with GovTribe MCP. By connecting GovTribe’s market intelligence with West 4th’s own past performance in Arcvue, the team built a more focused way to research opportunities while reducing unnecessary credit use. In one real-world test, the approach surfaced multiple actionable opportunities in under five minutes.

Challenge

Find better-fit opportunities with less manual review and unnecessary AI credit use

Multiple actionable pipeline opportunities found in under five minutes; 12–14 hours saved each week on opportunity review, as reported by West 4th

01 / How it started

A longtime GovTribe customer sees a new opportunity

West 4th Strategy supports civilian and Department of Defense agencies with IT and professional services. Since Robert Dowling acquired the company in 2022, the team has used GovTribe daily to find solicitations, research companies, identify teaming partners, and track upcoming work.

“We’ve used GovTribe since I bought the company in 2022. We love it.”

In early 2026, GovTribe launched GovTribe MCP, the first MCP server built specifically for the government contracting market. MCP, short for Model Context Protocol, connects GovTribe’s data and tools to supported AI applications, including Claude, ChatGPT, and Microsoft 365 Copilot.

That meant West 4th could research solicitations, recompetes, awards, and companies directly from the AI tools its team was already using. Dowling saw the potential for business development, but he wanted to address one concern first.

02 / The challenge

Broad searches cost time and credits

With GovTribe MCP, it’s easy to ask an AI assistant to do more research than you need. Ask for every Department of Homeland Security recompete expected next year, and the assistant could work through a large volume of contracts, even if only a handful are realistic pursuits.

Dowling didn’t want his team spending credits on the widest possible search. He wanted every search to start with a clear picture of what West 4th could actually win.

“If you talk to federal customers right now, they’ll tell you the biggest problem is credit cost. This helps get people the right information for better work and lower cost.”

The answer wasn’t to use GovTribe MCP less. It was to give the AI a better starting point.

03 / The solution

Pair market intelligence with company knowledge

West 4th already had the missing context in Arcvue, the ERP and business development platform it built, which has since become a separate company. Arcvue holds West 4th’s past performance and other internal business information, while its NEO module helps ingest and evaluate opportunities.

The team connected both Arcvue and GovTribe to Claude through MCP. Now the assistant uses Arcvue to understand the company, including its capabilities, experience, and past work, and GovTribe to research the market for opportunities that fit.

Instead of re-explaining the company with every search or asking for everything on the market, the team starts with the work it knows how to deliver.

04 / The difference

A rifle shot instead of a shotgun

That’s how Dowling describes the approach. With Arcvue supplying the company context, GovTribe searches can focus on recompetes that align with work West 4th has actually performed.

Instead of asking for every upcoming contract at an agency, the team can identify opportunities that match its capabilities and past performance, then research only the strongest candidates in depth.

The payoff: fewer irrelevant contracts to review, more attention on work worth pursuing, and less unnecessary credit use.

05 / In practice

Multiple actionable opportunities in under five minutes

Dowling tested the approach himself. He used West 4th’s past performance in Arcvue alongside GovTribe’s market intelligence to look for upcoming recompetes that matched the company’s experience.

In less than five minutes, the combined workflow helped him identify multiple highly actionable pipeline opportunities. Rather than simply returning a list of contracts, it connected potential pursuits to the company’s actual past work.

<5 min

One real-world test

Multiple actionable pipeline opportunities identified, as reported by Robert Dowling using GovTribe MCP and Arcvue together.

Dowling estimates that this kind of research would typically take one or more junior- to mid-level analysts the better part of a day or longer to complete manually.

For him, the speed comes from having both sides of the picture available in one place: what a contractor has actually delivered and what the market needs next. Without that connection, teams are left searching one system, checking another, and reconciling the findings by hand.

06 / The results

A day and a half back every week

The under-five-minute test shows what one targeted search can accomplish. The bigger impact is how that efficiency adds up across West 4th’s weekly business development work. The AI assistant helps sift through opportunities and conduct research, while experienced BD professionals decide which pursuits deserve their time.

12–14

Hours saved per week

Time saved on opportunity review by West 4th’s chief growth officer, according to Robert Dowling, using GovTribe MCP, Arcvue, and Claude together.

“With GovTribe and Arcvue together, our CGO said he’s saving 12–14 hours a week. He’s tearing through opportunities with this new methodology.”

07 / Your playbook

How to apply West 4th’s approach

The idea is simple: give your AI assistant relevant company context before asking it to research the market.

1

Gather your company context

Keep your past performance, capabilities, agency experience, and pursuit priorities in one approved source. West 4th uses Arcvue.

2

Connect it alongside GovTribe

Connect GovTribe MCP to an AI tool that supports MCP, then connect your company knowledge in the same environment.

3

Start narrow, then go deeper

Start with upcoming recompetes that match your capabilities, contract experience, and target agencies. Ask for a shortlist with reasons for the fit, then investigate the strongest few.

4

Watch credits and verify the fit

Track credit use, reuse recent findings instead of repeating research, and have your capture team verify sources and make the final pursuit decisions.

Tip: Save credits with local caching

If you regularly work with the same GovTribe data, consider saving repeat-use information locally, where your organization’s policies permit. This is known as caching. You can analyze and reuse that information without making new GovTribe MCP calls each time, helping reduce credit use. Refresh the cached data through GovTribe MCP when you need current information.

“This is how BD is going to be done in the next 20 years. There’s not a doubt in my mind. Our CGO has been in the business 25 years, and he said this MCP has made his life so much easier.”
