Intelligence and Automation Operations
Army Contracting Command–Detroit Arsenal, on behalf of the U.S. Army Intelligence and Security Command (INSCOM), is soliciting proposals for Intelligence and Automation Operations support to INSCOM's Data Capabilities Division. The work spans five task areas: cross-domain solutions and digital content management, data integration and messaging systems, operations support, access management, and IT operations support. The 100% small business set-aside ($34 million size standard) is structured as Firm Fixed Price Level of Effort for labor, with cost-reimbursable ODCs, for an estimated 488,994 total hours.
Offerors need a TOP SECRET facility clearance, CMMC Level 2 self-attestation, and the ability to staff four key team lead roles, while all personnel must hold TS/SCI clearances with additional access eligibility and Government-funded CI polygraphs. Award is best-value trade-off, with the Staffing Plan significantly more important than price. The base period runs August 1, 2026 through July 31, 2027, with four option years extending through January 31, 2032, at Fort Belvoir, Fort Liberty, Joint Base Lewis-McChord, and Fort Huachuca. Proposals are due May 1, 2026 at 9:00 AM EST via DoD SAFE.
Why contractors are watching: The requirement offers cleared small businesses more than five years of intelligence data integration and IT operations work at four major Army installations. With no incumbent identified and staffing weighted far above price, firms with a ready bench of TS/SCI, polygraph-eligible talent are best positioned.
SOF Global Services Delivery (SOFGSD)
USSOCOM is procuring professional services through the SOF Global Services Delivery Multiple Award IDIQ, covering education and training, management support, program management, engineering and technical services, and administrative support across domestic and overseas locations. The 100% small business set-aside ($24.5 million size standard) has a maximum value of $2.65 billion across all prime contracts, with an ordering period from September 2, 2026 through September 1, 2031 and CLINs spanning labor hour, T&M, FFP, cost no fee, and CPFF arrangements.
Offerors must cover thirteen labor categories, such as Intelligence Analysts, Linguists, Data Managers, and Cyber Operational Planners, all requiring Top Secret clearances. Evaluation uses a Highest Technically Rated Offer approach, scoring seven categories worth 16,850 points, and the Government plans to award to the top fifteen eligible offerors. Primes need a Top Secret facility clearance, CMMC Level 2 certification, an adequate accounting system, and a $2 million line of credit. Performance is centered at HQ USSOCOM in Tampa, Florida, and proposals are due May 13, 2026 at 1:00 PM ET through the Symphony Procurement Suite.
Why contractors are watching: With a $2.65 billion ceiling and only fifteen planned awards, SOFGSD is one of the most valuable small business seats in the special operations market. The self-scored HTRO model rewards firms that can document hiring speed, retention, and concurrent geographic performance with hard numbers.
2026 APBI Save the Date
The 2026 APG Advanced Planning Briefing to Industry (APBI) was a hybrid industry engagement event held April 21–22, 2026 at Aberdeen Proving Ground, Maryland, previewing the Army's anticipated contracting landscape for fiscal years 2028–2029. It was an informational forum rather than a solicitation, with briefings from organizations including the Capability Program Executive offices for Intelligence and Spectrum Warfare; Command and Control Integrated Network; Simulation Training and Threat Systems; and Chemical Biological Radiological Nuclear Defense, along with CECOM, DEVCOM C5ISR Center, and Army Test and Evaluation Command.
The event was open to all interested industry participants, with a strong emphasis on small business engagement and one-on-one sessions shaped by pre-event feedback surveys. Briefing materials released April 27, 2026 cover hundreds of planned opportunities, including the VECTOR Services initiative ($400M–$500M), the PrEPS Multiple Award IDIQ ($1.6B–$2.4B), and the Army Intelligence Data Platform ($5M–$8M initial phase with $650M–$800M production potential), along with work in command and control, cybersecurity, logistics, training systems, and test enterprise modernization.
Why contractors are watching: The newly released APBI materials give an early look at billions of dollars in planned APG requirements, often years before solicitations drop. Firms that review them now can shape capture plans, teaming, and positioning for programs like PrEPS and VECTOR well ahead of competitors.
