Data, Analytics, and AI Modernization Services
The Department of Defense Education Activity sought to award a single Women-Owned Small Business indefinite delivery/indefinite quantity contract for data, analytics, and artificial intelligence modernization services. The procurement carried a maximum value of $47 million, a $25,000 minimum guarantee, one base year and four one-year options extending through September 29, 2031.
The requirement covered data architecture and engineering, analytics and business intelligence, data governance, AI integration, data and AI literacy, student information system modernization, and program management. Technical requirements included Microsoft Fabric, Power BI, Microsoft Purview, Microsoft Entra ID, Ed-Fi Data Standard proficiency, CMMC Level 1 certification, Section 508 compliance, and detailed cloud security and privacy disclosures. Although proposals had been extended to August 25, 2026, the solicitation was canceled August 17 because of funding constraints and is expected to be reissued in fiscal year 2027.
Why contractors are watching: The planned $47 million WOSB IDIQ combines high-demand AI, analytics, cloud, data-governance, and education technology work. Its cancellation also makes the anticipated FY2027 reissue one for qualified firms to keep on their capture calendars.
Staff Augmentation
The U.S. Army's Mission and Installation Contracting Command–Fort Bragg is seeking staff augmentation services for United States Army Central at Shaw Air Force Base, South Carolina. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside for 22 full-time-equivalent positions supporting personnel, intelligence, logistics, public affairs, and headquarters battalion functions.
The prime contractor must hold an active TOP SECRET facility clearance before award, while personnel require SECRET through TS/SCI eligibility depending on position. The firm-fixed-price requirement includes a 12-month base period and a 60-day transition window, with all 22 positions required to be staffed by Day 60. Award is based on Lowest Price Technically Acceptable evaluation of technical capability, past performance, and price, with proposals due September 1, 2026 at 12:00 PM EDT.

Synthetic Training Environment (STE) Virtual Software (VSW)
Army Contracting Command – Aberdeen Proving Ground Orlando Division, on behalf of Capability Program Executive Simulation, Training, Test & Threat, intends to award multiple concurrent FAR contracts or Other Transaction Agreements for Synthetic Training Environment Virtual Software. The five competitive lots carry a combined anticipated value of approximately $250 million, with solutions due September 21, 2026 at 10:00 AM EDT.
The five lots cover common-core simulation software, specialized simulation applications, hardware-in-the-loop integration, training management and after-action-review data, and enterprise integration support. Requirements emphasize mature TRL 8/9 products, high-performance real-time simulation, One World Terrain support, RVCT compatibility, open SDKs and APIs, HLA and DIS interoperability, secure-by-design cybersecurity, DevSecOps, and coalition releasability. Industry Day and one-on-one sessions are scheduled for September 15–17 in Orlando, with anticipated awards beginning November 6, 2026.
Why contractors are watching: With approximately $250 million anticipated across five competitive lots, STE VSW creates multiple entry points for mature simulation, training, integration, and DevSecOps vendors. The Army's emphasis on speed to Initial Operating Capability also favors companies with fielded products that can demonstrate performance quickly.
